John O’Rourke has been a Partner of O’Rourke, Hogan, Fowler & Dwyer and its predecessor firms since 1979.

Over the past 30+ years John has been actively involved in all aspects of the legal business as it relates to the construction industry. He has spent virtually 100% of his time representing contractors, owners, engineering companies, construction managers and contractor’s associations on private and public projects throughout the country and around the world. John is currently or has been involved as Chairman of twenty Dispute Resolution Boards with total contract values in excess of Two Billion Dollars

John’s work has been primarily devoted to the following areas:

  • Contract preparation, review and negotiation for contractors, private owners, public owners and engineers;
  • Review of plans and specifications for contractors and owners for scope reviews as well as errors and omissions;
  • Consultation regarding bid preparation and submissions;
  • Review of minority and women business enterprise regulations for contractors and contractor associations;
  • Litigated and non-litigated bid disputes for contractors;
  • Arbitration hearings at the American Arbitration Association as an advocate for contractors as well as an arbitrator on numerous construction disputes;
  • Dispute Resolution Boards;
  • OSHA compliance and administrative hearings;
  • Bond and insurance claims;
  • Claim preparation, negotiation and litigation on behalf of contractors and owners;
  • Defense of architect and engineer errors and omissions claims;
